This will be more than just packaging: EF6.3 will have nothing for netstandard2.0: Only net4x and netstandard2.1. So maybe the current SQLite.EF6 package might use features not available in EF6.3 for netstandard2.1/netcore3.0 (but for net4x). With luck it just will compile and just add another target to the NuGet package -- but this will be important to have.
