The downloads available on the "Downloads" page are debug builds in both x86 and x64 variants. I would recommend (read: consider it a bug) that the Release builds aren't available as is (vs having the consumer release build from sources).
In short:
Proposed fix is to make available System.Data.SQLite.dll that is release built.

Simply including PDB files does not mean that the binaries have been built in the Debug configuration.
